Bond Counsel

Serving as bond counsel, we write all documents involving any and all bond issues of our clients. Working to ensure that your bond goes through, we will comb through the complete list of documents that must be prepared and reviewed before closing.

As a Red Book-listed bond lawyer, Tom Kelty has extensive experience in this area of law. Structuring bonds and other municipal financial matters since 1978, he will handle your transaction efficiently, economically and professionally.

Tax Increment Financing

Tax increment financing, or TIF, is the private renovation of commercial property in exchange for a share of property tax revenues. We represent both private developers and cities themselves looking to set up a TIF. Taking a building in town and structuring a transaction between developers and the city itself can benefit both private and public development, but you need to know what you are doing.

Open Meetings Act

The number of decisions from our courts regarding the Public Open Meetings Act
continues to grow. Some find violations, others do not. The Court found no violation in Feret v. Schillerstrom, 363 Ill.App.3d 534; Calibraro v. Board of Trustees of the Buffalo Grove Firefighters' Pension Fund, 367 Ill.App.3d 259; McKee v. Board of Trustees of the Champaign Police Pension Fund, 367 Ill.App.3d 538; Galena Gazette Publications, Inc. v. County of Jo Daviess, 375 Ill.App.3d 338; and James Ellison v. Illinois Racing Board, 377 Ill.App.3d 433.

The Illinois General Assembly has amended the Act with respect to meetings of residential healthcare facilities (P.A. 94-931); definition of meeting with regard to telephone conferences (P.A. 94-1058), including the addition of new Section 7 regarding physical presence at a meeting. P.A. 95-245 expands the definition of "meeting."
